Pilot Programme ToC Review

A Theory of Change (ToC) articulates how and why an initiative works, mapping the causal pathway from activities to outcomes and impact. For pilot programmes still in their formative stages, a well-constructed ToC is essential for clarifying assumptions, identifying intended and unintended consequences, and establishing a framework for learning and future scaling.

 

We co-design, review, and refine pilot programme ToCs through stakeholder engagement, ensuring the logic model reflects the lived realities of those affected. This process surfaces gaps in design, tests the plausibility of causal claims, and provides a robust foundation for subsequent monitoring and evaluation.

Service Blueprint

Service blueprint is a visual tool that maps the end-to-end journey of a service or programme, documenting every action, interaction, and supporting process required to deliver impact. It distinguishes frontstage experience from backstage systems, revealing breakdowns, bottlenecks, and coordination gaps.

 

We build blueprints collaboratively with partners, tracing the lived reality of their programmes to create a shared visual language for roles, responsibilities, and pathways to impact. The blueprint becomes a living document that bridges the abstract logic of a Theory of Change with the concrete rhythms of daily practice, enabling continuous refinement and adaptive management.

Outcome Mapping and Measurement

Outcome mapping focuses on identifying and understanding the changes—both intended and unintended—that an intervention generates for the people and communities it affects. This goes beyond counting activities and outputs to capture what truly matters: the difference made in people's lives.

 

We work with partners to map outcomes across the five dimensions of impact—What, Who, How Much, Contribution, and Risk—to build a comprehensive picture of social value creation. Our mixed-method approaches capture quantitative and qualitative evidence, ensuring that measurement is both rigorous and grounded in the experiences of those affected.

Programme Design Training

Effective programme design requires more than good intentions; it demands a systematic approach grounded in evidence and stakeholder insight. Our training equips teams with the frameworks and tools to design interventions that are participatory, evidence-based, and built for impact.

 

We cover the full design lifecycle: from needs assessment and Theory of Change development to service blueprinting and outcome mapping. Participants learn to apply these methods in their own contexts, building the internal capability to design programmes that are responsive to real needs and capable of generating lasting change.

Participatory Design & Participatory Action Research

Participatory design and action research place those affected at the centre of problem-solving. We train organisations to engage communities as co-creators, not passive recipients, using methods that surface lived experiences and build collective ownership of solutions.

 

Our approach integrates participatory action research cycles—plan, act, observe, reflect—to generate evidence that is both rigorous and actionable. Teams learn to design and facilitate participatory processes that strengthen stakeholder engagement, improve programme relevance, and build the conditions for sustained impact.

 

Service Blueprint

We build organisational capability in service blueprinting through hands-on training that moves from theory to practice. Participants learn to map their own programmes, identifying gaps, redundancies, and opportunities for improvement.

 

Our training covers the full blueprinting process: stakeholder mapping, journey visualisation, backstage system analysis, and iterative refinement. Teams leave with a working blueprint and the skills to maintain and update it as programmes evolve, embedding a culture of continuous improvement.

Policy Advocacy

Translating programme-level evidence into policy influence requires strategic framing, clear communication, and a deep understanding of the policy landscape. We support organisations to build the evidence base for systemic change and to advocate effectively for policy reform.

 

Our work includes evidence synthesis, stakeholder mapping, and the development of policy briefs and recommendations. We help partners articulate the case for change in language that resonates with policymakers, connecting programme insights to broader policy priorities and building the conditions for lasting, system-level impact.
